Thiruvananthapuram: In a move to address the mounting challenges of population growth, industrialization, and climate change, the Kerala government on Wednesday approved a River Basin Conservation and Management (RBCM) framework aimed at strengthening Integrated Water Resources Management (IWRM) across the state’s river basins.
The framework lays out clear standards for governance, planning methodologies, financial management, and community participation to ensure the sustainable management of river basins.
Three committees – an Apex Committee, a Steering Committee, and a Technical Committee – will be responsible for implementing the framework. The Apex Committee, chaired by the Hon’ble Chief Minister, will include senior ministers and top officials, with the Additional Chief Secretary (Water Resources) acting as the convener.
The Steering Committee, headed by the Chief Secretary, will consist of principal secretaries from key stakeholder departments. The Technical Committee, led by the Additional Chief Secretary (Water Resources), will comprise experts in forestry, agriculture, disaster management, and pollution control, providing technical and advisory support.
The state-level framework introduces a unified approach to the conservation and management of all intra-state rivers in Kerala. Each river basin will be managed under a long-term strategy supported by an Annual Action Plan (AAP) to ensure consistent and sustainable outcomes. Importantly, the framework applies exclusively to rivers that originate and flow entirely within Kerala, and does not cover inter-state rivers that merely pass through the state.
